Chris Bivins is an award-winning producer, director, and media entrepreneur whose career has been built around one mission: creating opportunities through powerful storytelling. With experience producing content under the Paramount Global umbrella for BET's Ad Sales Production department, Chris has spent years developing compelling visual campaigns, branded entertainment, and original content that connects with audiences and drives cultural conversation.

He is also the Founder and CEO of Black Frame Network, a next-generation streaming platform created to redefine how emerging creators, filmmakers, entrepreneurs, and storytellers are discovered, celebrated, and monetized — pioneering a creator-first model where creators generate meaningful revenue while keeping ownership of their creative vision.

Chris believes the future of media belongs to those willing to tell bold, authentic stories, and that the people telling them should be paid properly and found easily. Cambulance is that conviction pointed at a different problem: getting a verified creator to the moment while it is still happening.

Jeffrey Stanford Scruggs, M.S. leads technology strategy, platform architecture, and product innovation. With a Master's degree in Software Engineering and a career spanning artificial intelligence, machine learning, software engineering, and data platforms, he has contributed to mission-critical technology initiatives supporting both government and commercial organizations — developing AI systems, cloud-native applications, and large-scale data solutions.

He is the Founder and CEO of Majestic Light Group, an AI and software development company, Chief Technology Officer of Black Frame Network, and Chief Technology Officer for Venture For T.H.E.M., where he has helped build platforms supporting entrepreneurs and HBCU innovation. He is also a nationally recognized speaker on artificial intelligence, entrepreneurship, and the future of technology.

His commitment is that technology serves creativity, not the other way around: creators retain ownership of their work, the people hiring them can see exactly what they are buying, and reputation is something you carry with you rather than rebuild on every platform.
